According to the article, the student was in a crosswalk near the football stadium when she was hit. Apparently the student suffered minor injuries and she was taken to the hospital for examination.

Washington State vehicle code, RCW 46.61.235, states that a driver shall stop and remain stopped to allow pedestrian to cross the roadway within an unmarked or marked crosswalk. A driver is not permitted to pass a stopped vehicle when a vehicle is stopped to permit a pedestrian to cross.
Even though drivers must yield to pedestrians, pedestrians must exercise care when entering a crosswalk and look for oncoming traffic. Pedestrians are not to suddenly leave the curb or sidewalk and into the path of an oncoming vehicle.
